Grateful for further information on following points:-

(a) Paragraph 4 of your telegram 212 mentioned possibility

of "wide repercussions". Are you now satisfied that proposed arrangements could be confined to this particular firm on say basis that firm does not want to remain in Hong Kong because of poor prospects of obtaining sufficient contracts whereas other firms, essential to some or other aspect of Hong Kong's activities, are staying in any event for their own benefit and could hardly claim similar treatment.

(b) Paragraph 5 of your telegram 418. Would requisition amount to acquisition i.e. in the event of damage or total loss of plant would full compensation be payable by the Hong Kong Government or is it the intention that no (repeat no) compensation would be payable in respect of any loss or damage arising in consequence of war operations unless it was shown that the risk was materially increased by reason of the requisition?
